Vizier Ovelis Champion Lore

South of the Krokhan Desert lies Ireth, a city steeped in wealth and history, a shining jewel of civilization. Or, rather, it was, before the rise of Bad-el-Kazar and the darkening of Ireth in the Age of Treachery. The mage academies that once produced the finest wizards, sorcerers, and spellcasters the world had ever seen are now reduced to squabbling fiefdoms, ruled by madmen. What was once a storehouse of knowledge has become a repository of nightmares. And first among their number is Vizier Ovelis.

Though Ireth is still nominally ruled by Bad-eI-Kazar, the mage city’s necromantic Grandmaster, in reality he does so in name only, as for many years he has been absent, doing whatever he or Siroth whims. And so the onerous task of governance falls to his many viziers, who have portioned out Ireth to best suit themselves even as they make covert war upon one another in an effort to take complete control of the city. Ovelis is among the most powerful of their number, as well as one of the most corrupt.

But it was not always so. In the years following Bad-el-Kazar’s return from his expedition to the Winterlands, Ireth fell into chaos. It became rife with factionalism and fanaticism in equal measure, leading to blood on the streets and a complete disruption in the city’s studies. Something had to be done, and Ovelis knew that he was the only one with the foresight to see it done properly. He had survived the brutal politics of the academies, surely running a city could be no worse than that.

Ovelis spent his days rooting out sedition and ensuring that the Grandmaster’s control of the city remained intact and the selfish desires of the grand scholars and mages did not win out. But it was a thankless task, and Ovelis grew fearful that his hard work was unappreciated by his fellow viziers. Worse, that their resentment of his heavy-handed approach outweighed their fear. He suspected that his own spies were secretly in the employ of his rivals, and that his orders were not being carried out, or worse, compromised. Surrounded by enemies both overt and hidden, imagined or otherwise, Ovelis realized he could only count on himself.

Ovelis concluded that the only way to survive was to be both the hand that wields the dagger, and the dagger itself. Thus, he delved into those magics which had been forbidden before Bad-el-Kazar’s reign and performed eldritch rituals, seeking some way of being in two or more places at once. It was a mad quest, a fool’s errand, and a sign of the degradation of Ovelis’ once-keen mind, awash in fear and frustration… and yet, it was successful. After many nights of study, he conjured a duplicate of himself; a semi-sentient entity that resembled him in every way, save that it was formed of shadow substance.

Overjoyed, and perhaps a trifle relieved, Ovelis unleashed his creation on his enemies that very evening. The Shadow-Ovelis stalked the streets of Ireth, hunting for those who dared pit themselves against the vizier as well as those whom Ovelis merely suspected of doing so. What followed was a night of slaughter unlike any Ireth has ever endured before or since. Dozens of Ovelis’ fellow viziers were murdered in their private quarters or in the laboratories; seditious mages were butchered in the streets and alleyways; recalcitrant officials were found in their bedchambers, bloated with poison.

But when morning dawned, and the umbral assassin returned to its master… something happened. What that something was is unknown to all save Ovelis himself, though servants reported the sounds of the vizier arguing ‘with himself’, followed by a blood-curdling scream. Afterwards, Ovelis took to wearing an intricately wrought mask and all-concealing robes, as if trying to hide some disfigurement. Nor did he deign to speak with his fellow viziers face to face again, despite their best efforts. No longer could he be drawn into the plots and schemes of his peers. Strangest of all, he made no effort to rebuild his spy networks.

Despite this, Ovelis suffered no lack of information on the doings of the city’s inhabitants. Indeed, some said it was as if he now had an ear in every chamber and a knife in every shadow. Yet he made no attempt to increase his power.

Rather, he is seemingly content to leave such squabbling to the other viziers. So long as they keep such matters contained to themselves, Ovelis pays them little heed. For their part, the other viziers make sure to do so, and keep any thought of treachery to themselves. For anyone who threatens the relative peace of Ireth vanishes, leaving only empty rooms and the echo of fading screams…

Vizier Ovelis Storyline

Even in a society of scheming dark mages and ruthless assassins, Vizier Ovelis stands out as a man to be truly feared. A legend among his kin and a peer to no one, he is a blade in the dark that strikes wherever it wills. Indeed, though he had been granted a title of respect and integrated into the Dark Elven nobility, Ovelis has no master but himself. Even as a young warrior, Ovelis was ambitious and harboured dreams of reaching far above his humble station. To that end, he ventured far beyond the domain of his people. For years he searched for tutors and foes to learn from. For years he obsessively gathered folklore and snippets of information that could lead him to items of power. After all, Teleria is a land steeped in ancient magic, where wonders and artifacts of old exist just within the grasp of those who are bold enough to reach out. Eventually, fate smiled upon Ovelis and a map came into his possession. It detailed the location of the tomb of Mairenn – a legendary assassin, whose deeds could be traced back to the Schism that separated the once-united Elven race. Through guile, through grit, and through sheer ruthless determination, Ovelis managed to breach the hidden basilica and brave its numerous traps. The ‘allies’ accompanying him to this venture perished to the last, but that suited the future Vizier just fine. He needed not share in the glory that way, nor have a rival claimant to Mairenn’s scimitars that rested in her sarcophagus at the very heart of the complex. Though the magic that was used to forge these blades was as volatile as their late Mistress was said to have been, they remained just as formidable. When Ovelis returned, he did so triumphantly. With skill, experience, and mighty weapons at his side, he forged a bloody path to the height of Dark Elven society. Many would-be rivals were found dead in their seemingly impenetrable estates, killed by poison or by blade. Few accounts exist of these feuds, though a single terrified slave maintained that his master was slain by a formless shadow that moved unheard and dissipated into nothing when the deed was done. Whether just delusions of a hapless wretch or some powerful magic conjured by the blades in Ovelis’ care is left up to rumour and speculation.

    He def needs accuracy for the debuff extention. If you are solely using him for his A1, then put him in an all accuracy set and have a champ to heal and revive him lol.

    Almost forgot , currently I can get 12-14 million damage on brutal cb per key easily so he’s been a complete game changer for my account.

    I just got him , I’m Currently lvl. 55 and don’t have a maneater or any other unkillable champions for clan boss . I was running hard or normal difficulty cb with 4-6 million per key (team was any combination of : tayrel , fahrakin the fat , kael , apothecary/rector drath , sandslashed survivor , and Rhonda) with ronda being the only one who had all masteries and every other champion was about half done with masteries .. Then I pulled vizier ……. let’s just say he is not hyped or talked about enough !!!!! If you don’t have access to unkillable team comps then he is going to carry you in cb all the way to unm cb and the unkillable teams . His A1 is his bread and butter , with tayrel applying attack down debuff and decrease defense debuff with some poisons from a toxic set , kael applying poisons, and fahrakin the fat applying hp burn and poisons , vizier makes keeping those debuffs on cb seem like a cheat code lol . I routinely have my mixture of 10 debuffs stacked on the cb with 15-20 of each debuff extended easily . So once you set a few poisons , hp burn , and other preferred debuffs all that’s left to do is spam vizier’s A1 until you have more stacked than you can survive ! I’ve had 21+ turns of debuffs in advance . It makes cb sooooo much easier . If you have him , build him 100% guaranteed you won’t regret it .

    I run something similar but I use his A2 initially to get block debuffs up so the CB can’t get an attack up buff.

    ALL targeted effects targeting the opposing team, unless explicitly noted otherwise, require accuracy. The only exception is Block Revive. So, yes, Vizier’s debuff extend does indeed require accuracy.

    HellHades says Vizier doesn’t need acc to extend debuffs but I commonly see his extension “resisted” . . so does accuracy matter for this or not?

    @sauce – if your stun target has block debuffs, then it doesn’t really matter *who* the stun target is, does it? My comment was because I assumed when you were talking about a stun target, it was because they were actually being stunned. If you’re asking whether he fits on a budget unkillable team more generally speaking, you’d have to evaluate whether the extra debuff extend outweighs the damage that someone like Ninja can provide. Ultimately my guess is no, it does not, but that depends a lot on your team and available champs.

    Hi Kiran,
    on the budget unkillable, Vizier would never be stunned. As stun target he is the last one with the maneater Block Debuff buff so he wouldnt be stunned. He would just do his regular damage while keeping CB full debuffs ticking not missing any turn.
    Shouldnt that be enough to make a difference?

    @Sauce – you really shouldn’t be having anyone get stunned. Yes, technically, Vizier is a decent stun target, because after the first few turns, the debuff extend doesn’t need to happen every attack. But you’re losing about 150K damage on average each stun he absorbs, which, over the course of 40+ rounds, really adds up.

    @ArcticF0X – he’s “okay” for Hydra. The debuff spread is a nice trick, and the debuff extend means you can probably stack a pile of poisons on one guy and then keep spreading them to others. But chances are one of the heads will either remove the debuffs or make them immune to debuffs, which really mitigates the value. Still – I could see a certain combination of heads making Vizier quite valuable.

    I dont run an unkillable, but i pair Ovelis with Venomage. Ovelis does only his A1, since Venomage does Poison, Att and Def down plus 15% damage mitigation already. Whenever Ovelis gets the stun there is the risk the debuffs break down, since you can have his prolonging either not proc due to chance or weak hits or just being resisted, So adding in rounds where he cant do his job because he is stunned puts everything into jeopardy.

    if the other 2 dps you have are poisoners and attack down and weaken.. so he ensures they are up 100% of the CB turns?

    @Kiran Tayrel used to be absolute top-tier in CB. He was already in the game when I first played. Sadly the power creep effect push the power levels of new epics WAAAY up. Only then was he washed away in the sea of great new epics. Back when there were only 10-20 great epics, he was one of the top 5, no doubt. Serris, MM, Royal Guard, Tayrel, something like that.

    Also – don’t underestimate the value of having those debuffs extended by a significant amount. On a normal CB team, every one of the champs is essential, and any one of them dying usually means either a big loss of damage or a much faster end. As an example, my CB team is Martyr, Rhazin, Corpse Collector, Brogni, and Vizier. Suppose we were to ignore Vizier from the team – if Rhazin dies, I lose weaken and his damage (~250K per turn). If CC dies, I lose poison and leech, which probably means the end of the run after about two more turns. If Martyr or Brogni die, the rest of the team pretty much falls apart.

    But because of Vizier, even if Rhazin or CC die early, the run continues to output damage, albeit at a reduced amount. I’ve had many runs where Martyr is the sole survivor for 3+ turns. Without Vizier, all that would mean is an extra maybe 300-400K damage. With Vizier, I get another 3-4M damage instead.

    He probably won’t outdamage Anax since Anax brings poisons as well as weaken/def down. Whether he fits on your team is largely going to depend on the rest of your team.

    That being said – Tayrel is not really a great CB champ. Yeah he brings both ATK and DEF down to the table, but other, better champs tend to bring the same things. Usually the champ that brings DEF up also brings ATK down, and usually the champ that brings weaken also brings DEF down.

    Also remember that even with a high degree of accuracy, debuffs still have a chance of being resisted. If your team is relying on a rotation to keep ATK down, for example, and it ends up being resisted on one of the later turns, that could very well spell the end of your run.

    @Skarg – of course, you turn off the A2 and A3 🙂

    Essentially, he smooths out your runs. You are able to use significantly less accuracy on your team, since you can just restart the fight until your debuffs land.

    Is he going to be on a 1-key UNM team? Probably not. But he makes 2-key UNM almost effortless.

    He’s also quite useful in a few other places, such as frost spider, since he can keep the hp burn debuff active without needing to worry about the extra resist.

    Also to note – I use him on my green affinity team too. Yes, the weak hits make it a bit less reliable – but he gets three chances on his A1, twice on the first two rounds with CA, which is usually enough to keep those debuffs active.

    All that said – yeah don’t waste books on him. If you’re lucky and hit the A1 a few times to get the first 10% debuff chance, leave it at that.

    Sure, he extends debuffs but his a2 and a3 are useless and takes up a spot from someone who either places dec attack, dec defence/ weaken consistently. I don’t see the logic of wasting resources on him.

    Vizi was great for me in the start as a key member of my unkillable clan boss team. I run 2 ME, Draco, Geomancer, and Vizi. I’m able to 2 Key UNM no problem but it’s clear that I will need to replace Vizi if I ever want to 1 key UNM consistently. Against spirit affinity Vizier is pretty bad as the debuff extension will not proc on weak hits. Vizi is supposed to be a clan boss specialist but his a2 and a3 are pretty useless, at least in unkillable comps; I have them both turned off.

    The only other place I use Vizi is in Fire Knight but only up to 20. The heal reduction and multi hit a1 are useful but I have the a3 turned off because it will absolutely ruin runs even though it is useful on the waves. Coldheart is better in every way for FK (especially since her AI got special treatment for the dungeon) and I’d rather run a second CH over Vizi there.

    I don’t use Vizi in arena offense or defense as there are many other champs that bring more to the table. Vizi doesn’t even make it on any of my tag team arenas.

    Overall, the lack of versatility, clunky kit, and bad AI make him a below average champ. The caveat is, if you’re still in the early-mid game stage and working up to a 2 key UNM, he is worth leveling up, just don’t waste your books beyond his a1, there’s just no point.

    This champ is seriously underrated here. I do understand that the ranking system takes into account all of the different areas of the game, and Vizier is almost completely useless in pretty much every one of those.

    However, he is 100% a game changer for CB. That alone I feel deserves an A rank at least. He is probably the single most irreplaceable CB champ in the game.

    Players looking at this site and seeing him ranked so low may mistakenly believe he doesn’t warrant attention. That would be a massive mistake.

    RAID: Shadow Legends – Increase Debuff Duration Skill allows a Champion to increase 1 or more debuffs duration on their enemy Champions. This allows the debuff to provide their disadvantages to the enemy Champion longer to decrease their survivability and efficiency in battle. Stun, Sleep, Freeze, Provoke are not affected by Increase Debuff Duration effects.

    I take it provoke is not a debuff that can be extended? Tried using Vizier to keep the Magma dragon perma-provoked but only the debuffs from Vizier’s a2 got extended

    Update: I have, finally, managed to book his A1, and it made all the difference.
    Finally I can just manual the first few turns to put up the right debuffs and then leave it on auto, he’s making a great job keeping the debuffs on and extending them despite his wacky AI…
    From my experience this champ needs to be booked, otherwise you should expect to be manualing his turns.

    Awesome! but then again, I find myself manualing to AT LEAST turn 11 almost every time before I hit auto, and even then I find the debuffs counter running down most of the time.
    I have tried giving him the support mastery tree, only for the additional 5% chance, but…It honestly doesn’t feel like he’s functioning as he was meant to… that’s not just about bad RNG because I have been using him for at least 2 weeks now.

    What I find Strange is that none talked about this before, but I can’t be the only one lacking books who uses him.. lol

    Been a while since I had probability theory, but if I remember correctly it’d look like this:

    Chance to extend on 0/3 hits: 0,65^3 = 27,46%
    Chance to extend on 1/3 hits: 0,35*0,65^2*3 = 44,36%
    Chance to extend on 2/3 hits: 0,35^2*0,65*3 = 23,89%
    Chance to extend on 3/3 hits: 0,35^3 = 4,29%

    Which mean that you’re 73% estame would be correct.

    Does anyone else feel like he’s bugged or something?
    I am running him with 223 accuracy on NM CB, his 3-hitter A1 supposedly grants 35% chance to extend buffs on each hit, yet he is still failing to proc it.
    Correct me if I am wrong, but I think this translates to at least 1 hit will proc extending debuffs in 73% of his A1 attacks.
    If these number was true he shouldn’t even be booked, but that’s not how it’s working for some reason, at least for me.
    Also if we take for example Giant Slayer which has 30% to proc on each hit, he seems to be procing it much more frequently that the debuff extender, even though the debuff extender chances are higher.
    I have been struggling with him ever since I got him, I find myself manualing CB instead of hitting Auto and lay back like I’m used to do with previous team.

    He’s not a rack rank B legendary champion, that’s definitely an understatement. I don’t know your team build is, but to rank him B is totally unacceptable.
    But then again that’s my experience talking, by playing semi auto.

    Vizier was my first Legendary (from and ancient shard pull no less!) and he was truly game-changing for me. He was the difference from being Early-Game to stepping up to Mid-Game in one day. I think his kit is useful most places including Arena and Spirit Keep (don’t entirely agree with the low ratings here) but he has got me to 3-key Nightmare CB (using Stag Knight for Defense down and Attack down and Occult Brawler for poison). The trick with using him though is to always manual it so you don’t get the A2 or A3 when you don’t need it. Last thing you need is to drop that Defense-down buff because the AI prefers to use debuff spread – and you don’t otherwise need his buffs on CB.

    I have two questions…

    First, same as Boff1n, does Sniper increase his chance on a1? So fully booked with Sniper would it be 55% chance with each hit or 50% chance with each hit.

    Second, would Master Hexer apply as well? When you extend the debuffs it technically counts as debuffs being placed, but it isn’t directly from him. If so that would add an additional 30% chance to extend a single debuff each turn, on top of chance with the a1 to extend them all?

    And to what someone said earlier, with viz you have to manual him in the beginning, no matter what. It took my a while to realize that when I first got him. But once I did, he literally brought me from hitting normal and barely 4 keying it, to hard and 1 keying it in literally a week.

    His a2 can be annoying at times with the heal reduction for clan boss, but when the clan boss is less that 50% health and changes affinities, all of them have a 25% increase attack, so I use his a2 to get the buff blocker out. So even though I’m losing on 2 debuff spots (heal reduction and block buffs) I’m gaining more rounds against them by taking less damage, in turn doing more damage by the other poisons on.

    For unkillable teams, just manual and not use his a2 at all and problem solved. Once you get 10+ turns on all debuffs, then you can manual. And if I’m not mistaken, you have to start out unkillable teams by manualing it anyway.

    Does anybody know if the Sniper mastery increases the chance for his A1? The wording says inrease chance of PLACING a debuff, which technically he isn’t doing with A1. If not then i would suggest this mastery is quite pointless for him in a lot of situations

    vizier works great for unkillable. Fill the debuff bar with def down, weaken, poison sensitivity, and poisons and vizier will literally keep it full with those debuffs for the rest of the 50 turns. do not use his A2 when you’re filling the bar. you do not need 2 FB’s.

    @Tom Chapman Barros-Wing: If you are using Vizier in Clan Boss, you will only get Perfect Veil once on the first round. To get Perfect Veil again, you will need to have Clan Boss to have at least 3 debuffs to get Perfect Veil buff from his A3 skill attack. If you use Vizier in a Campaign, there are 3 rounds of enemy waves, which means on the first turn of each round, Vizier will get the Perfect Veil buff instantly.

    So there are turns AND rounds in this game? Or is this a mistake by Plarium (I know this is what it actually says in-game; it’s not you getting it wrong)?

    he is not only extend his debuff he extend any debuff and keep the poisons too long on CB ,i am using him in nightmare right now and he is very good,with team has champ for dec. defense and Decrease Attack debuffs ,poisons he will keep CB always under these debuffs

    @KennethL Ah, o.k. I use an unkillable team, so the ATK down is useless to me, personally. I use two Frozen Banshees, so I find it irksome that I’m trying to load up the bar with poisons and stuff, and Vizier comes in with ATK Down and Block Buffs, which he then extends, so he’s basically in my way. So he’s just not my champ for my strategy.

    He does seem really cool in general, though. I just have to figure out what to do with him.

    It is because of his A1 extender. When you setup all the debuffs you need on boss (posions, attack down, def down, weaken), then Vizirs job is to extend them. meaning they never wear off. So you do not have to worry about debuffs wearing off. Also when you have like 10+ turns on all 10 debuffs you can stop manual him and let it auto. You manual him until you got all the debuffs you want and none of the irrelevant ones. He is especially usefull paired with a CA (counter attack) champ.
    For my CB team he buffed up average damage by over 1/3.
    His veil abilities help keep him alive too.

    That is very correct. I see I wrote Aoe burn champs.. but any burn champs will do well with vizier. This also helps vs waves. Expecially on endgame where the waves have tonn of HP.

    Vizier need a review. he is far more usefull than this rating tell. he outperform most of my epics on spirit keep than most my best epics. Anti heal and nice damage is is enough for atleast 3 maybe even 4 star. Most have him specced for CB, true. But that also makes his damage good.
    He should also be 4 in Spider and Arena Offence. He is a champ that need correct team to do well in those, but that goes for most champions. Pair him with any aoe HP burn champs in spider and his extenders will wreck havoc!
    He is one of 3 account changing champions! His ability to both reduce heal, reduce attack, and extend buffs is amagic combo that are usefull versus wave handling + all bosses in the game. He is godlike versus CB and can increase damage 1/3-1/2 more, just by his extenders.

    Overall he is A rating. No doupt!

    He carried me on it with its anti heal, I couldnt beat the lvl 15 without him for a long time.

    hi there, i think he can be very useful in Spider den specially his A3 if there is HP Burn champ in his team like Tyrant ,he will spread the HP burn and also extand it ,thats will effect huge damage for the Spider Mother in every turn for her childs,am i right??

    @James: His main putpose or Clan Boss/Dungeons is not his damage but his ability to give/extend debuffs. Therefore your priority for him is mainly survivability and speed.

    i’d put 4/5 in arena offense, 2/5 in defense. I use it for bdc with full speed so he is 90% first. I target team with one nukker and several supports, I focus the nukker first with his A2. then it is usually gg (silver)

    Definitely not a “B tier” champ. Hope people won’t fall for this as I did… Vizier is 100% an A tier champ at least, and is extremely good and viable in many (if not all), aspects of the game.

    His A3 Debuff Spread does not work on Freeze and Stun. It becomes a leech instead? Have anyone else seen this? It seems like this is a bug and limit his use in Arena. Would love to have him with Tormin but it does not work as expected.

    Evaluate him as a single target hero. His performance and tier can be calculate with evaluating him with single target heroes. If you use all star performances, all area damage and area support champions get high tears. It seems so.
    Second criteria is, he has no other good alternative as a buff extender. No1 buff extender, excelent single target hero cannot be placed as a good champ in tiers.
    And also, If you speak on stars, his stars must be 5 stars on dungeons and potions, because he keeps debuffs on. Only he has better alternatives are arena and campains.

    @SnowDeclared: Vizier Ovelis is indeed rated 5 star in Clan Boss. However, he falls short in other areas. The overall ranking takes account of all fields, in which sums the total rating and ranks him as Rank B as Legendary Champion. Just view it as an indicator that he is great in few areas but not in all areas.

    I use Vizier and his kit in a lot of situations. He is definitely not a B-rank champion. Also by far one of if not THE best Champion for CB.

    @Antananarivo ah, that makes sense! The drop to B rank still seems wrong to me. Errol doesn’t really do much for me (he was the first legendary I pulled), while Vizier, whom I just pulled recently, single-handedly doubled my clan boss output and that’s with Kael as a poisoner who isn’t at all optimal with Vizier (because vizier will also extend the small poisons). With a better poisoner-combo he would probably have quadrupled the damage while also help keeping ATK down and DEF downs up. Seeeeeeems goooood

    @Aveeva: Toxic Set and Speed Set would be decent for Vizier Ovelis if you are against Easy and Normal Clan Boss. However, you will want to swap to a Lifesteal Set and Speed Set if you are attempting Brutal, Nightmare and Ultra Nightmare Clan Boss since the boss hits really hard and you need to recover fast with Giant Slayer mastery.

    @Mario: Yes, Vizier Ovelis requires Accuracy stats to increase the debuff duration. Otherwise, enemies will be able to resist it.
